Observation

The allegations that the program is not taking steps to prevent staff from prohibited behavior and discipline is more likely than not, not valid because when the incident was reported to the director, the director immediately reviewed the video footage of the incident and then terminated the teacher who grabbed the child and the director immediately talked to the staff member who witnessed the incident about reporting concerns right away and scheduled a team training with all staff for Conscious Discipline and to go over prohibited behavior and reporting. 6/1/2023 Licensor Rossfeld staffed the non-valid violation with supervisor Ashton and reviewed WAC 0331 and even through once aware of the incident the program took measures to not tolerate prohibited behavior and discipline, the program did not prevent the incident from occurring and so the violation will be changed to more likely than not, valid for WAC 0331.
